  • Guillaume Léonard

    • Guillaume Léonard, Associate, is a member of the Public Law team.

      He assists clients on both transactional and litigation matters involving all areas of public law.

      Guillaume has gained particular expertise in regulated sectors, including those which are subject to close supervision, whether at EU level or French domestic level (such as energy, electronic communications, transport, defence or agriculture).

      He has also acquired deep knowledge of the issues related to public contracts and public procurement. He regularly advises economic operators on complex contractual issues and represents them in disputes arising in relation to contractual matters.

      In addition, Guillaume assists clients in appeals challenging administrative decisions (issued by French national or local authorities) as well as laws, with regard to EU law or the French Constitution.

      Guillaume Léonard regularly publishes articles and gives lecture in public law at Sciences Po Paris (Master Affaires publiques).

    • Academic career

      Admitted to the Paris Bar (2018), Guillaume is a graduate of Sciences Po Strasbourg (Master’s degree, Sciences Po Strasbourg, and Master’s degree in Economic and Regulatory Law in Europe, top student, 2015) and the Freie Universität of Berlin (Master of European and International Business, Competition and Regulatory Law, top student, 2014). Guillaume also studied at Georgetown University, Washington D.C. (exchange student in 2010-2011).
