Making infrastructure more sustainable cannot be mandated by decree. It requires massive investments, political decisions, and the involvement of numerous stakeholders. Nevertheless, it also depends on the law. The Club des juristes report, published in early June 2026, proposes improving the legal framework. It is neither a report on simplification, nor one defending large-scale projects, nor a purely environmental report. Its guiding principle is more nuanced: how can we reconcile the ecological transition, democratic acceptability, and legal certainty? It is based on three key ideas: more planning, more dialogue, and greater legal certainty. Read more
