Infrastructure law in 2025 was marked by the convergence of three major trends: the systematic emergence of environmental considerations in the context of major projects and related litigation, tighter public and private financing constraints, and the continued reinforcement of the prerogatives of sectoral regulatory authorities. Through the main legislative texts, court decisions, and positions taken by regulatory authorities in 2025, this article highlights these three structural trends in the areas of transport, energy, telecom and mining infrastructures, as well as the reforms that will come into full effect in 2026.
